Town Hall 14 has enough upgrade paths that a clear order saves Builder time and keeps attacks competitive. Start with the new content and offensive core, then progress Heroes and the strongest defenses.
Simple Rule: Finish one dependable army and its supporting Hero setup before spreading resources across lower-priority upgrades.

You do not need every collector, trap, or wall completed before moving on, but your main army, key buildings, and Hero progression should be strong enough to farm and attack reliably at the next Town Hall.
